Deputy Speaker of the House of Representatives, Mr. Benjamin Kalu has stressed the urgency of finding innovative solutions to tackle the increasing security challenges in Nigeria.

In his address of welcome at a one day National dialogue on State policing in Nigeria, Organised by the House of Representatives, Kalu explained that Nigeria’s current policing structure falls short of recommended ratios, with significant understaffing and resource deficiencies.

He further stressed that the country is currently facing the issues of high ransom payments to kidnappers and a concerning ranking in the Global Terrorism Index, highlighting the urgent need for a multi-layered policing approach.

“The discourse on state policing in Nigeria reveals divergent paths, with some advocating for a return to multilayered policing while others believe in reforming the current unitary system.

“The House of Representatives is considering a Constitution Alteration Bill on State Policing, aiming to establish state policing through open discussions and legislative initiatives. Various jurisdictions worldwide have implemented multi-layered policing systems, each with specific responsibilities and jurisdictions, providing insights into potential benefits and challenges for Nigeria”.

“Opposition voices in Nigeria raise concerns about the drawbacks of multi-layered policing, including fragmentation of authority, inefficiency, abuse of power, and increased tension or inequalities. Implementing such a system requires significant financial and logistical resources, especially in remote areas”.

“Despite valid concerns, proponents emphasize the potential benefits and the importance of addressing fears to establish effective policing that benefits the collective welfare of the nation”.

Kalu added that the National Assembly is committed to providing the necessary frameworks and legislation for state policing in Nigeria, focusing on evidence-based solutions to combat crime and build trust between law enforcement and communities. ”

“Through collaborative efforts and a commitment to data-driven approaches, the goal is to pave the pathways to a more peaceful and secure Nigeria.”
