ATAF 2025 Report Shows Growing Domestic Revenue Mobilisation Across Africa

‎The African Tax Administration Forum has released its 2025 Annual Report, highlighting significant progress in strengthening tax administration systems and boosting domestic revenue mobilisation across Africa amid growing fiscal pressures on the continent.

‎According to the report, ATAF-supported audit interventions in member countries generated tax assessments worth 907.8 million dollars in 2025, while 685.8 million dollars was successfully collected. The organisation also provided technical assistance to 35 countries and trained 2,433 tax officials drawn from 43 African nations as part of efforts to improve tax administration capacity and institutional efficiency.

‎The report noted that ATAF continued to support legislative and administrative reforms across member states, while also deepening engagement in international tax policy discussions. These include contributions to negotiations on the United Nations Framework Convention on International Tax Cooperation, digital taxation, illicit financial flows, and tax transparency initiatives aimed at ensuring Africa’s interests are adequately represented in global tax governance.

‎Speaking on the release of the report, ATAF Executive Secretary, Mary Baine, said domestic resource mobilisation has become increasingly important as African countries face declining external financing and rising economic pressures.

‎She described domestic revenue mobilisation as the foundation for sustainable development, economic resilience, and fiscal sovereignty across the continent, stressing the need for African countries to modernise revenue administration systems and build fiscally sustainable institutions capable of financing development effectively.

‎Ms Baine reaffirmed ATAF’s commitment to supporting member countries and stakeholders in implementing reforms that strengthen development financing and improve the lives of Africans through more effective and transparent tax systems.
