All 38 MDAs Embraced Paperless System Of Operations – HoS

todayDecember 31, 2025

Background

All the 38 federal ministries and extra-ministerial departments are now fully operating a paperless system following the Federal Government’s completion of the transition from a paper-based bureaucracy to a modern, digitally enabled public service.

At a News Conference in Abuja, the Head of Civil Service of the Federation, Mrs Didi Walson-Jack said the 31st December deadline came into fruition with the collaboration of relevant Stakeholders.

The Head of Civil Service of the Federation, Mrs Didi Walson-Jack
said the achievement marks the culmination of an eight-year reform journey that began with the Federal Civil Service Strategy of 2017 under Mrs. Winifred Oyo-Ita, which first prioritized digitalization and was later strengthened under Dr. Folashade Yemi-Esan.

While revealing that billions of Naira was saved annually by consolidating email systems, Mrs Walson-Jack said the fundamental change in how citizens interact with the government would be effective immediately, and physical registries will no longer accept paper submissions as all correspondences must be sent via email to official registry addresses listed online.

She stressed that massive expansion of the official GovMail platform from fewer than 20,000 accounts in August 2024, over 100,000 official government email addresses have now been created for civil servants, ensuring secure and auditable communication.

In her words, “I express deep appreciation to
President Bola Ahmed Tinubu, whose leadership, dedication and commitment have made this transformation possible, building trust and
shared success.”

Mrs Walson-Jack pledged to consolidate the gains with a major capacity-building program to be launched in January 2026, to train 500 officers as trainers with support from the United Nations Development Programme (UNDP).

Also, in her remark, the Director Media and Public Relations, Mrs Eno Olotu appreciated the relevant Stakeholders for their partnership at ensuring the success of the transition.

The digital leap is positioned not just as an administrative upgrade, but as a cornerstone for rebuilding public trust, enhancing transparency, and aligning Nigeria’s public service with global best practices.
