The House of Representatives Committee on Public Procurement has called for increased funding for the Bureau of Public Procurement (BPP) in the 2026 budget to accelerate Nigeria’s transition to a fully electronic procurement system.
Chairman of the committee, Unyime Idem made the appeal during the presentation of the bureau’s 2026 budget proposal before the National Assembly.
Idem said the BPP plays a strategic role under the Public Procurement Act 2007 in promoting transparency, accountability and value for money in the management of public resources.
He urged lawmakers to increase budgetary provisions for the bureau to support the rollout of e-procurement but cautioned against making funding for electronic transmission a recurring item.
“We have approved budgetary provisions in the past for electronic transmission. We expect that with this allocation, it should not continue to reappear in future budgets,” he said.
Idem also called on the bureau to submit a comprehensive proposal to amend the 2007 procurement law, noting that nearly two decades after its enactment, evolving digital realities and global best practices make a review necessary.
Presenting the proposal, Director-General Adebowale Adedokun said the bureau is seeking 32.18 billion naira for the 2026 fiscal year noting that the the budget includes 17.87 billion naira for capital projects, 8.47 billion naira for overhead costs and 5.84 billion naira for personnel.
According to Adedokun, the proposal prioritizes digitalization, including deployment of an e-procurement platform that will eliminate manual submissions by ministries, departments and agencies starting March 1, 2026.
” About 20 agencies are expected to be onboarded by September 2026.
The budget also covers procurement audits, contractor categorization, sector-based procurement standards and affirmative policies to support women-owned businesses, small and medium scale enterprises, youths and people with disabilities.
The committee pledged continued oversight and consideration of the bureau’s proposals.
