The Ministry of Water Resources and Sanitation has launched the One-Government Enterprise Content Management System, marking a major transition from paper-based processes to a fully digital and technology-driven platform.
The launch in Abuja signals the Federal Government’s commitment to digital governance, institutional reform and improved service delivery under President Bola Ahmed Tinubu’s Renewed Hope Agenda.
Minister of Water Resources and Sanitation, Professor Joseph Terlumun Utsev, described the platform as a landmark achievement that will transform workflow efficiency and data management in the sector.
Professor Utsev said the system will enhance productivity, reduce operational costs, preserve institutional memory and strengthen transparency and accountability in decision-making.
Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, who performed the official launch, described the initiative as bold, transformative and central to modern public administration.
Mrs. Walson-Jack noted that the Ministry’s mandate directly impacts water supply, sanitation, irrigation, river basin development, hydrology and climate resilience across the country.
She explained that the new system enables secure digital records management, automated workflows, electronic approvals, and real-time collaboration across Ministries, Departments and Agencies.
The Head of Service added that the deployment aligns with the Federal Civil Service Strategy and Implementation Plan 2021 to 2025, as well as the Federal Government’s directive for full digitalisation of work processes before December 2025.
Permanent Secretary of the Ministry, Dr. Emanso Umobong, said the system will eliminate workflow delays, prevent document loss and improve service delivery.
Managing Director of Galaxy Backbone Limited, represented by Mr. Akintayo Ayodele-Bamisaye, described the Go-Live milestone as a decisive step towards a paperless public service.
The Senior Special Assistant to the President on Civil Service Matters, Mr. Alfred Abah, top officials of the Ministry and staff of the Office of the Head of Service, attended the event.
