NIN Linkage : House Directs NCC To Sanction Telecom Operators

todayFebruary 5, 2025

Background

The House of Representatives has called on the Nigerian Communications Commission, NCC to investigate and sanction telecom service providers for allegedly linking National Identification Numbers of subscribers to
other phone numbers without their consent

The resolution was sequel to the adoption of a notion of urgent public importance sponsored by House Majority Leader, Professor Julius Ihonvbere and Dr. Patrick Umoh during today’s plenary in Abuja.

In his lead debate,
Dr Umor explained that the unauthorized linking of NIN numbers to phone lines exposes citizens to identity theft, financial fraud, and other forms of cybercrimes.

According to him, the practice, if not urgently addressed, will expose legitimate NIN holders to crimes they knew nothing about.

He stated further that the practice violates the Nigeria Data Protection Act and the Nigeria Data Protection Regulation, which guarantees citizens’ rights to privacy and personal data protection.

In his contribution, a member from Ogun State, Ibrahim Ayokunle, shared his personal experience with the issue, highlighting the need for urgent action to protect citizens’ rights and prevent further harm.

Following deliberations, the House mandated
the National Identity Management Commission, NIMC, to confirm whether the linkage of NINs by telecom operators was authorized and in compliance with relevant laws and regulations.

The matter was therefore referred to the House Committees on Communications and Interior to conduct a thorough investigation and report back within four weeks.
