As of 10:30 am, there was a low turnout of voters in most of the polling units visited in the Owerri Municipal Area Council of Imo state.
INEC officials arrived on time in most of the polling centers visited while accreditation and voting commenced before 8:30 am.
In an interview, most of the people who sat in groups at the polling centers said they were not out to vote but to witness the exercise.

According to them, the outcome of the February 25 general election discouraged many eligible voters from coming out to exercise their franchise in the ongoing exercise.
Some of these people who displayed their voter cards vowed not to vote.
They alleged that their votes would not count therefore there was no reason to waste their time again.

At some polling units, some party agents alleged that thugs of a particular party chased them away from the voting centers.
Meanwhile, some major roads have been converted into football fields.
The usual commercial activities around polling units recorded low patronage as many hawkers were disappointed due to the poor turnout of the electorates.
A food seller Nkechi Alozie said she came out thinking the turnout would be high like that of the general election but was disappointed.
The atmosphere is calm with security agents carrying out their duty professionally.
